Diamond Foundry Semi-Rough?

Saw this 7 carat semi-rough being offered by Diamond Foundry for just over 10K:

Presumably they're only offering it in this rough state because they've tried and failed at cutting it into anything even reasonable size (like say 2-3 carats).

Anybody have experience buying and recutting one of these?

Assuming you aren't yourself a cutter, why would you ever consider such a thing? Assuming you are, why would you consider buying it with so little information?
