culet related question

I have some questions about the culet:

1. Is the smaller the % for the culet the better?

2. If one culet is ~0.1% vs a ~0.5% culet, does this mean the culet offcenter % on the sarin report would be higher for the 0.1% than it would be for the 0.5% since the 0.5% culet spans more width? Or it is measured from the center of the culet?

Old thinking was there must be a culet to reduce the risk of damage during loose transport and jewweler setting.
But some Asian markets believe an open culet causes bad luck and so they should be pointed.

My take is it does not matter unless it is big enough to see. A 1% culet is invisible in a 1/2ct stone but easily seen in a 50ct diamond.
It has nill impact on brilliance etc
