Hi:

With all the talk of price increases for diamonds--notwithstanding premium goods most of all--I wonder at the efficacy in recutting stones at the individual level. Would there be any advantage realized to me to buy a less well cut stone, and recut it for a better standard?
What would be the monitary costs involved to me? And what % is normally lost?
In specific, I am interested in oval cut stones.

It depends totally on how well you can buy it, how well you want it recut, and how much you will loose on the recutting as far as weight is concernted. The answer could be yes, or it could be no. Not nearly enough information her to go on.

Lots of nice sapphires come as crooked oval cuts, and reshaping them is not very economical. As a loose reference, I would call 20% weight loss a good place to start thinking of a recut. Whether the somewhat different proportions to be expected for oval diamonds change the story allot, no idea. For once, the vast majority of diamonds start life with a better cut than most sapphires do.

To each stone it's own, really - just as Wink says with the authority lacking this hobbyist here
