Can anyone in North Carolina adopt or foster a cat?

Unfortunately my husband lost his job contract and we may be moving to the West Coast very soon. We have been fostering this cat for months but I don't see taking him with us. He is a beautiful, great cat. I would LOVE to find him a forever home!
