Is buying a diamond in another country cheaper?

Would buying a diamond while visiting another country be cheaper if your money is worth more. Such as American money vs. Thai or Philipino money?

If you are a superb shopper, you can buy a diamond in the LOW LABOR COST countries where diamonds are cut at a lower than USA price, BUT caveat emptor....Be cautious. There are few consumer protection rules enforced.

You can buy a diamond safely here for about the same price if you are a great shopper without any fear of a return problem if you are unhappy.

Is it worth the risk? No.
Could it be an adventure? Yes.
