"On the same day the state approved mandatory outdoor watering restrictions with the threat of $500 fines, the Southern California couple received a letter from their city threatening a $500 penalty for not watering their brown lawn."

""My friends in Los Angeles got these letters warning they could be fined if they water, and I got a letter warning that I could be fined for not watering," Whitney said. "I felt like I was in an alternate universe."

Is it against regulations to just pave the lawn and turn it into a mini basketball court or something so that that's no longer any concern about watering? I know someone who paved the lawn with cement when their kids moved out as it was too much work for them to continue with gardening. They now have potted plants in their paved lawn. Some of their plants even produce fruits as they use really big pots.

I saw an ad printed by a city in drought-stricken Southern California.
It was a pic of a brown lawn.

The text was, "Brown is the new green."

This is just bizarre. Which way do they want it?!

We've had watering restrictions since I moved here. None where I grew up - water was limitless there (or so it seemed!). Here it started that people who had their own bores could water unlimited, but those on city water were limited to 2 days/week (based on the last digit of your street address). About 6 years ago that changed and even bore owners are restricted to twice weekly. There is a total sprinkler ban over the winter, from June until Sept (the 'wet' season).
