ť H&A - who determines this?

H&A - who determines this?

spike13 Cut Rock Total Posts: 214 Last Post: 12/5/2008 Member Since: 12/17/2007	So I've read the article under knowledge on the hearts and arrows cut and I didn't see this listed. Since no labs grade stones and H&A, who determines that designation? Is that done by the seller? For example on the GOG site some stones are AGS 0 but not H&A, while others are AGS0 and H&A. thanks in advance. spike13
