 Rough Import Rules into U.S.?

Can anyone tell me what are the regulations on importing rough into the US? Whether it's from Amsterdam, Africa, or S.America... What does the U.S require as far as paperwork?

Also, what do you have to PAY as far as IMPORT taxes, duties, fees, etc.?

I'm just trying to figure out what the TOTAL COST might be to get it home, in addition to the cost of the rough itself.
