Have you tried BlueNile? For example, I just searched on the main page of this website for 0.24 to 0.26 H-J VS2-SI2 stones, and 29 stones from BlueNile came up (average price about $400). The GIA and AGS certs are usually linked so you can use the HCA to make sure your stones have good angles. You can add them to your shopping basket; no setting purchase is required. That's if you want to just point and click to order them. I'm sure if you wanted to work with a different vendor, you could email or call and ask what they have available.
