Ok, did my research last night/day and this is what I gather so far.
it is not the size that counts the most it depends what each person is looking for

there are several categories to worry about

Carat weight, color, clarity, cut, Lab report
under each category there some more detail levels.
the color, clarity and carat weight are easier to study and understand but depending on the laboratory report and the gemologists option it could vary some. 
The cut is what so far for me to understand.  a good proportion diamond would allow the light to reflect and bring out the brilliance in the diamond. but what is consider the perfect proportion? is there a 'standard' % I could go by. sorry. I was very lost on the cut's proportions - depth, table, gridle, culet. 
also, what shape of the diamond would bring out the most brilliance of light refelction? ... 9/5/05 - found the answer - ROUND Brilliant cut (Ideal)

I would suggest you go and spend some time reading from the knowledge section. Color is a very personal thing and it depends on how color sensitive one is though there are many ladies here on PS that have J colored stones and are thrilled with them.
The most important thing is cut, a better cut diamond will sparkle more and look better. Clarity I would say it depends entirely on what you consider to be eyeclean. But you can go SI1 safely in a well cut RB.
I am not really sure what to look for in a MQ, but I am sure that some one else will chime in.
There have been a number of threads about tension mounts lately run a search and you will see what others have choosen. Good luck!

Oh and I would look for GIA or AGS, but the cert has nothing to do with how it holds its value. Diamonds are not a commidity. And once you buy it, it looses some of its value. If you are thinking you might want to trade up someday look for a vendor who has a good trade up policy. Though I dont know how well tension mounts would do with that.

also - if I was to purchase a diamond from another country, could I trust FedEx or UPS to ship it?

I can't answer your tension setting question, but would say that White Flash would be a great place to buy your diamond.  They have a stellar reputation here.  Good luck and please let us know how you make out.  As far as the setting is concerned you will get more help in the morning.
