Should all stones have a cert to justify the price?

Up until 2 weeks ago I knew nothing about diamonds and this site has really helped a great deal thank you. I had been looking in our local jewelery shops for a stone and found that a lot of them had stones without certs. They just said for example. "It's a 2.02 carat G to H VS1 and it's Gbp 15,000 (Gbp as I live in the UK) No measurements given either. Not sure if it's the same in the USA but is it right that Jewelers can put a high price on a diamond which is not certified?

What the report does is provide an answer to “who says its G-VS1?” Many people prefer to get this information from a source that doesn’t have a vested interest in the results. The lab reports can also supply information that is difficult for most jewelers to measure, like crown and pavilion angles.
