Is there a all-in one place to take a diamond for a appraisal and other tests, such as brilliance, mega, ideal, sarin etc.?

Well if you are looking to get a Sarin report and a brilliancescope test, the number of places to have your diamond appraised is probably very limited. Most appraisers don't have the kind of equipment. You are probably going o have to search around some if you want someone local.
