If the professional Adobe Photoshop CS2 is too expensive, consider the newly revamped Corel Paint Shop Pro X, which retails for under $100. You may also consider Photoshop Elements, which is essentially a scaled down version of the aforementioned, aimed particularly at folks interested in doing photo editing. These are not only much cheaper, but also considerably easier to learn. There are also free tools such as IrfanView, The Gimp and Picasa, but these provide somewhat less flexibility in my view. Still, for a total of ZERO dollars, they might be worth a try. :) Hope this helps.
