Don't fret about fluorescence unless the stone is in the D-F color range or the fluorescence is intense.

Who said the first stone is ideal? GIA only gives enough info to establish color and clarity. Where is the cut info for both stones. Assuming both are ideal, I would pick the cheeper of the two. H&A to me is nothing more than a marketing gimick.
