I am really confused. How can 6.90-6.98 rate as EX GIA symmetry?

The length/width measurements have no bearing on a symmetry grade. Facet placement/alignment does.

This is a round stone.

Just seems like .09 is a lot to be off, but as you can tell, I don't really understand it.

and i'm sure no one would be able to see 9/100's of a mm.

An assymetrical round, an out of round diamond, certainly can have a symmetry issue. Would a round diamond with that much out of roundness get EX on a GIA report?

It sure wouldn't seem right to me. Obviously, an oval diamond can have EX symmetry with a different length and width, but would a so-called round with that kind of measurement still get EX?
