GIA Excellent vs AGS Ideal???

GIA Ex cut is over-broad and includes a lot of under-performing stones. AGS is much more strict, but even those are not all equal.

Run down of GIA cut grades:

Excellent: Some are better than others. Run through HCA https://www.pricescope.com/tools/hca Anything 2 and under is good, even without an idealscope (though ideally you want an idealscope image). Anything 3 and under get and idealscope image.
Very good: Not good enough. About 99% of these stink.
Good: Poor
Fair: Foul
Poor: Execrable

Buy the diamond and not the paper. You can buy a stone that has highest cut quality graded by either lab. Focus on vendors that specialize in well cut diamonds and who provide magnified images and idealscope images.
