Looking at a diamond that has ideal cut, 1.2 on HCA, with a 0.9% culet. Is the culet too large? At what percentage does the culet play a factor in the brilliance of a diamond?

I am the HCA 'H'
The culet can go to 10% before any radical effects are detected by the GIA's virtual computer modeling research.
However this would look like a I3 inclusion and
Treat the culet like an inclusion, and at that % the size of the diamond would need to be 20ct before I would be concerned.
Dave Atlas likes a very small to small culet because it minimises risk of chipping during handling and setting.
