You are comparing apples and oranges.

AGS 0 is a cut grade assigned by the AGS lab. It is the top grade.

Hearts and Arrows appear as a happy coincidence when a diamond is cut a certain way. If you have crisp hearts and arrows it is likely that you have a well cut stone, but it is not a certainty. No lab grades for H&A and the industry does not regulate what can be claimed as an H&A pattern. You can''t even be sure it''s a diamond - a CZ will display a kind of an H&A pattern.

The Pricescope tutorial has a ton of info on cut grades.

Here is a link with a definition of Hearts & Arrows cut and how it compares to "standard" AGS0. There is also a set of standards there.

Glossary - Hearts & Arrows

Rank - I agree with what you said, except for the "happy coincidence" part... A cutter works very hard to achieve that "True" Hearts & Arrows pattern!
