I agree it's sad, but there's nothing fishy about it. There are a number of Lukoil gas stations, with convenience marts, in the Mid-Atlantic states & here's a pic of that one

As I understand it, in the UK they hold you until nature takes its course, then make you sit on a giant metal toilet about 5 foot in the air in the middle of room while being watched, which feeds into a bowel for collecting items that aren't supposed to have come out of there
