Could we save ''bad'' diamonds?

Would like to explain that I''ve bought a parcel of diamonds from a guy on Ebay, supposed to get 6 diamonds (0.5 to 0.99 ct, H SI3-I1) but was cheated and received 20 small stones very cloudy/milky or yellow with black inclusions. Do not know what to do with them. Thought maybe can have them irradiated or treated so as to be able to use them.

Any suggestions? Know of any lab in France or Singapore that treats diamonds not too expensively?
