Argentina legalizes gay marriage

I am not trying to start a political debate, more of wanting to let people know and also getting input on why people thinks some countries have done it and others have not. It seems like Catholic countries like Spain, Portugual, DF Mexico (mexico city) and Argentina would be behind more secular countries or South Africa, which is on a continent that still stones people for homosexuality. Why do you suppose they got it through when others have not?

I could guess but I'd have to something about religion and would probably be violating the rules against discussing religion and politics. :errrr:
