How can you tell if a diamond will have oil cloud look?

Well the thing is I was looking at an online purchase but for a colorless one (D-F) of IF clarity and saw one with strong fluorescence, but then did some reading and they say they may have an oily or cloudy look. If I am buying a colorless diamond with a gia grading of - Strong Blue (fluorescene), am I guaranteed anything especially if it is of ideal cut? Please help here, am so confused, I don''t mind fluorescence as long as it does not affect the appearance of the diamond.

It's not a problem with most stones with fluorescence, but that's why you buy from a vendor with in-house stones because they can look at it and tell you for sure! Most of them would not even stock a stone that was cloudy.
