I think they both have to be cut off. My husband has both and the biggest difference between them is the weight. Titanium is very light and tungsten is very heavy.

Titanium can be cut by normal means.
Tungsten carbide has to be cracked by vice clamps or similar tool. I'm not sure if there's a tungsten alloy (i.e. something other than tungsten carbide) that can be cut by traditional means. |

As the others said, titanium is the one that can be easily cut. For my husband's profession, he is only allowed a titanium band for this reason.
