When your marriage is nicely established and all signs point towards it being likely to last (typically 3 years post marriage based on population norms), and when the woman (or primary caregiver) has completed the most essential training for her chosen profession and obtained a job in her desired field.

Totally support this, and must add: ideally, both partners ( opposite sexes or same sexes) should be on the same page.
