Sales tax refund when leaving the US?

My wife is Spanish and has a Spanish passport. When we were in Spain recently, we were able to have our VAT refunded on some jewelry we bought there when we left the country. Can the same thing be done with California sales tax when leaving the US for Spain?

Unsure about California, but I saw signs for this in a Dallas Tx mall last month.

A quick google search shows that California does not refund sales tax to foreign travelers, only Texas and Louisiana do. Of course there are also a handful of states that have no sales tax, but California is not one of them.
